For 2013 Hong Kong Sevens Rugby Tournament teams are divided into pools of four teams, who play a round-robin within the Group. Points will be awarded in each pool on the regular timetable for Rugby Sevens Tournaments 3 for a win, 2 for a draw, 1 for a loss. It is unlike the standard Rugby Tournament in the 15-man game.
Building on the changes made for the 2012 Hong Kong Sevens, in which two separate 12-team competitions were competition, the IRB prolonged the event to a total of 28 teams, again divided into two competitions. The most important draw will contains16 teams the same numbers that are concerned in all regular series events. The contestants will be the 15 core teams definite of places in each series event, plus Hong Kong, which capable as winner of the 2012 HSBC Asian Sevens Series. These teams will try to win in Pools A, B, C, and D. The winners and runners-up from each pool in qualify for main tournament the Cup Quarter Finals. The losers of these Quarterfinals will participate in the Plate Semifinals. The remaining 8 teams compete in the Bowl Quarterfinals, with the losers of these matches challenging in the Plate Semifinals.
The second competition will be the recently instituted World Series Pre-Qualifier. It will feature 12 teams, specially two qualifiers from each of IRB's six regional sevens contest.
These teams will play in Pools E, F, and G. The top two teams from each pool, plus the top two third-place teams, will go forward to knockout play. The four quarterfinal winners will proceed, along with Hong Kong, to the World Series Core Team Qualifier at the 2013 London Sevens Rugby Tournament.
